[Superuser feature] settings icon visible after leaving alt/option key

# Issue: Setting icon on new users is not getting hidden even after leaving the alt button.

### Steps to reach this issue:
- Press the alt/option button
- Click the settings icon on any new user
- Leave the alt key
- close the popped up modal
- now hover over the new users and you can see the setting icon on each of then
