Issue Description

Create the RFC of notification service in which we need whenever user assign the task to someone it should notify the user with the label whoever he assigned the task. If user has the same label in interested list then he will get notified.

1. Introduction

4. System Architecture

   Notifications are sent to selected recipients via the Notification Gateway.

Firebase Cloud Messaging (FCM):
    FCM is a free, scalable messaging platform provided by Google.
    It supports both Android and iOS platforms in tier1

Limits we are looking to know are:

Max No. of topics can be created

No other limits except 4 KB message size, max collapsible key.
