Whether the fuel rods can be divided into neutron sources and fuel rods like HBM's Nuclear Tech. And I don't think multiple turbines are a good solution, maybe use air tightness checks to make the player have to build a larger turbine. Neutron reflectors can allow players to compress the reactor smaller while allowing for greater output.
