Add per-group shop limit

Hi,
It would be very useful to have the option to define a shop limit per permission group.

For example:

• Default players: max 5 shops
• VIP players: max 20 shops
• Admins/Staff: unlimited shops

This would allow server owners to better balance their economy and give additional perks to donator ranks or specific groups.
