due to the msg files structural differences between different versions , when upgrade 3.6.x to 3.7.x, mq need migrate ~/queues to ~/msg_stores/vhosts/... so it may spent lots of time and temporary use volume，10 G msg spent 30 min and need new 15G available volume.

so it should test if there have enough volume before upgrade.
