Backend: Reviewer assignment and triage queue API

Goal
Provide backend support for assigning submissions or moderation items to reviewers and exposing a queue optimized for triage workflows.

Acceptance Criteria

• Supports assignment state for at least pending and in-review items.
• Reviewer-specific queue responses are queryable through a stable API.
• Assignment changes are audited safely.
• Design works with the current moderation and project review direction.
