[Feat][Surgeon Needed] Split `actions` contract and make codebase happy.

The actions contract is now getting very long in nature. We must split this contract so that the codebase is happy.
This will break the initialization of the world in the test, and some other use of interfaces in calling the abi in the test. This is where you showcase your surgeon skills.
