Information on citations and bibliographies in the Cookbook guide

ProjectPythia/cesm-lens-aws-cookbook#36 adds a bibliography to the CESM-LENS Cookbook using JupyterBook citation capabilities described here

We should mention this as an option in the Cookbook guide.

Has our guidance on citations changed with the MyST Transition?

I think we need to develop some new guidance for this. MyST makes it much simpler to do things like drop in a DOI and have a page-level reference list just appear.

Essentially I think our updated guidance should just be "take a look at the myst docs" https://mystmd.org/guide/citations

MyST doesn't currently support book-level bibliographies (although page-level ones are automatic -- see here for example).

Since we never wrote any documentation about creating book-level bibliographies in sphinx-based cookbooks, there's nothing that needs changing in our docs about this. But I think it would be helpful to add a link to the MyST docs showing how simple it is to add references.
