Multiple language support

Currently, PVV's main website is only in Norwegian. This is awkward.

Indeed it is. I see three different solutions:

• Some yet to be found translation framework for PHP like gettext in Python
• Simply copy the whole site into a /no/ and /en/ folder
• Ditch Norwegian and simply switch over to using English

The translation effort will require some labor. Forms for creating arrangements, projects and the MOTD will have to be expanded to support multiple languages
