Handle TEI footnotes that wrap pages

At the meeting on 10/22 Ed confirmed that this is a "nice to have" but that handling body content wrapping pages is a far higher priority.

There does seem to be one footnote that wraps two pages. Footnote 25 starting in page 46 and ending page 47.

Looked at the xml, footnotes that continue across the page have the same label repeated in the continued footnote. The footnote xml:id attributes also seem to be related (e.g. fn26-0 and fn26-1); we might use that as a check / confirmation but I'm not sure we should rely on it. It's hard to get an exact count, since some continued footnotes use -0 and -1 while others seem to use -1 and -2, but here are the totals of footnotes for each of these:

• -0 : 323
• -1 : 279
• -2: 216

So there are at least 216 continued footnotes (the -2s), and almost certainly more (the first few I checked were -0 / -1)

I figured a way to use XQuery to find and count continuing footnotes. According to my tally, there are 1,135 footnotes total in the MEGA TEI we're using, and of those 469 are continuations.

If you subtract the 469 continuations from the totals, there are 666 footnotes; that means 70% of the footnotes are continued across pages.
