Add instructions on how to use dev_scripts.sql

Additionally, create an issue elsewhere that provides instructions on how to update the database using `prod-to-dev-migration` and `dev_scripts.sql`, so that people know where to go.

Finally, add instructions so that, in PRs in other repositories which are dependent on database changes, that PR should reference the PR in this repository that makes the requisite database changes.
