Look into calling Digital Ocean API to restart main droplet if health check fails

[Digital Ocean has an API](https://docs.digitalocean.com/reference/api/api-reference/)! It might be useful to call that automatically when our health check fails; in the case of a simple restart being al we need to get the website moving again, avoiding having to restart manually might be worth the cost to set this up.
