This issue should combine the outputs of the semantic codebase topology work and the participation-based team topology work to form an end-to-end dispatching pipeline.
The pipeline should start from an incoming issue, infer the most likely codebase area it concerns, map that area to likely participating members or teams, and produce routing signals that Dispatch can use.
This should build on #15 and on the prerequisite discovery work, while remaining consistent with the team and member model from #12.
