On android, there is no picture download option for User role, for admin it is.

**Describe the bug and how to reproduce**
On android, there is no picture download option for User role, for administrator and generic roles it is.
Assign role User, and log in via android app.

**Expected behavior**
It should show options for pic download, as the user is allowed to download on the web page.
This for role Generic, works fine
