I have a need to issue the same survey each week and it would be great to be able to clone the survey complete with all questions to a new survey and provide a new title.

There kinda is a way to do that, not very user-friendly though. You can use python manage.py dumpdata then python manage.py loaddata every week after changing the title in the json (or changing it later in the admin panel).

Maybe you want to take a look at this issue. I wrote a script to insert a survey from commandline. You could create a cronjob, or have a list of topics to be fed into this script. I do it by hand every other week.
