Describe the bug

1. The setup script doesn't set the REACT_APP_BACKEND_WEBSOCKET_URL .env file variable
   1. This parameter is required for the proper functioning of plugins
2. The use of this parameter is not described in the INSTALLATION.md file

Steps to reproduce the behavior:

1. Run the setup script. The parameter is not requested or updated
2. The parameter is not described in the INSTALLATION.md file

Expected behavior

1. The parameter must be automatically configured based on the value of REACT_APP_TALAWA_URL parameter value
2. The parameter must be described in the INSTALLATION.md file
