you should use PINNhybrid.build(dk_input_shape) to build "PINNhybrid" before "CDMCellHybrid = CumulativeDamageCell"... And you should change "dk_input_shape = tensor_shape.TensorShape([ 2])" to "dk_input_shape = tensor_shape.TensorShape([None, 2])" then the code can run!
