[OpenVTC, VTC] Clarify current implementation of the two-member VRC approval workflow

Summary

The current developer/03-joining-a-community.md documentation describes a flow where a new member obtains VRCs from two distinct existing community members and submits them as part of the join request.

However, while testing the current OpenVTC/VTC flow, I am seeing a simpler Join Community → VTC Admin Panel → Accept flow.

Question

Is the two-existing-member / two-VRC approval workflow already expected to be implemented in the current stack, or is this part of the upcoming workflow?

If it is already implemented, it would be helpful to clarify how to exercise this flow from OpenVTC and the VTC Admin Panel.

If the workflow has changed, the setup/join documentation may need to be updated to reflect the current design.

Short answer is that this is all still work in progress. The two-member/two-VRC onboarding flow will eventually get created as one option in the set of join ceremonies. The documentation will need to be updated as this gets implemented.
