GNU licenses SPDX identifiers #143

Four of the GNU licenses use the "-only" SPDX identifier.
Two use the deprecated SPDX identifiers, that is without a trialing "-only" or "-or-later".
One isn't attributed its SPDX identifier at all.

Are these inconsistencies intentional?
