I see you've integrated this function into your Makefile.

That's fine as long as the Dialogus developer is using the HEAD version of bitstream from pluto_msk. That has not always been the case here, though of course it is the most common case.

If a new Dialogus developer clones the repo and builds with automatic download of msk_top_regs.h, they might not even be aware that a version choice had been made on their behalf. Then later, when the pluto_msk developers change the register map, that new Dialogus developer will have no idea they are working with an obsolete version of msk_top_regs.h.

I suggest we can improve the new developer's experience with some more mechanism in the Makefile. First, if there is already a local copy of msk_top_regs.h, the Makefile should check to see if it is current. If there is a newer version of msk_top_regs.h, or if there is no local copy, the Makefile should not presume that it knows the right action to take. It should abort the build with an explanatory message, offering the user a special build target (not advertised by help) that will update the local copy. That way the developer is forced to take positive action to get the newest msk_top_regs.h, and will be aware of what decisions have been made.
