Productionize data collections

The POC version of data collections had some limitations that should be fixed before rolling the feature out to all users on SaaS and OSS users. This epic covers the issues that have been prioritized for the initial release:

• Extend provisioning to support collections at a project level #2830

Currently support for running collections through the CLI is pretty tedious. You can do it but you have to run around the houses.

I don't know if this priority for for productisation, but we should consider it. We should be able to make collections in the CLI completely seamless.
