Add a development-only titlebar action and diagnostics panel showing only present graphics/runtime/renderer/transport/frame/process fields, prominent software fallback, deterministic JSON copy, scenario controls/progress/cancellation when authorized, and accessible status text. Startup graphics logging remains active even without the panel.

Acceptance criteria
- Tests prove controls are hidden/rejected without authorization.
- Unsupported rows are omitted rather than filled with placeholders.
- Software fallback is prominent and copy JSON is deterministic.
- Only Slice 3 transform/opacity transition helpers are used.
- Graphics/performance/stress/compositor/CSP/bundle tests and both reviews pass.
- No capability or CSP expansion occurs.

Reason: Runtime graphics diagnostics and stress work follows the v0.0.1 macOS publication gate; PR #190 remains post-release with an unresolved startup-safety review finding.
