Describe the bug

with displayfusion running, while screen 1 has a full screen application running, trying to open openshell's start menu on screen 2 will make it open on bottommost layer, below all other windows. this seems to only happen with openshell active, without it start menu works as it should.

Area of issue

Start menu classic style

To reproduce

  1. start displayfusion to have a separate taskbar on each monitor
  2. start a borderless fullscreen application on primary monitor, usually a game or emulator.
  3. open start menu on secondary monitor while having another window, like explorer in the lower left corner

Expected behavior

expected the start menu to always stay on top while visible.
