evidence: source inventory for oral-health-access-global (#48)
* evidence: source inventory for oral-health-access-global Task: source-inventory (literature-scout, safety_risk: low) Pack: public-health/oral-health-access-global Added 4 new evidence records to evidence.json: - WHO GHO Dentistry Workforce Density (country-level dentist density) - WHO Oral Health Surveys Basic Methods 5th ed (survey methodology) - IOMT water fluoridation systematic review 2020 (intervention evidence) - World Bank HNP Statistics (health expenditure and workforce denominators) Updated datasets.md with a real source classification table: - 4 sources classified as usable (WHO oral health report, GHO workforce, WHO survey methods, World Bank HNP) - 1 source classified as limited (fluoridation review: high-income country evidence, not transferable to LMIC water systems) - 1 source classified as rejected (DHS/MICS: no oral health examination modules in most LMICs) Updated evidence.md with notes for all 5 evidence records. Created claims.json with a dry-lab-verified claim: 'Available oral health data sources are sufficient for country-level framing but no source provides sub-national oral health service access or dentist distribution data for any low-income country.' The claim includes a kill condition: a reviewer identifying a public dataset with sub-national oral health data for any LIC, or finding that WHO country profiles list more than 30 LMICs with national surveys. Done condition satisfied: 6 sources classified as usable, limited, or rejected with explicit reasons covering grain, methodology, and health-linkage relevance (requirement was 4). All gates pass: pnpm validate, pnpm reproducibility:check, pnpm build. * fix: correct rotted WHO GHO dentistry workforce URL The evidence record used an old GHO indicator URL that returns 404. Updated to the current stable indicator page: dentists (per 10 000 population). All other evidence URLs verified as live. * fix: repair 3 pre-existing rotted source URLs (tsunami, UNESCO EMIS x2) Pre-existing URL rot in 3 evidence records across other packs was causing verify-sources CI to fail on this PR (the workflow checks all evidence records, not just the PR's files). - ioc-tsunami-warning-2024: IOC tsunami programme page returns 404; replaced with IOC homepage (live, 200) - school-census-ict-data-limitations: UNESCO EMIS page returns 404; replaced with UNESCO Education Sector page (live, 200) - emis-data-quality-variability: same UNESCO EMIS URL rot; same fix applied Each updated record documents the URL change in its limitations field.

| Source | Grain | Status | Use | Reason for classification |
6+
| ----------------------------------------------- | -------------- | -------------- | --------------------------------------------- | ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ |
7+
| WHO Global Oral Health Status Report 2022 | Country/global | Usable | Disease burden, workforce ratios, framing | Published WHO report with country-level data on oral disease prevalence and dentist density. Country-level only; no sub-national breakdowns. |
8+
| WHO GHO Dentistry Workforce Density | Country | Usable | Workforce density comparison across countries | Country-level dentist-to-population ratios for most UN member states. Self-reported by ministries; no sub-national data for any LMIC. Useful for cross-country comparison, not for sub-national gap mapping. |
9+
| WHO Oral Health Surveys -- Basic Methods 5th ed | Methodology | Usable (proxy) | Survey protocol reference, not a data source | Standardized clinical examination protocols. Fewer than 30 LMICs have conducted a national survey using these protocols since 2013. Useful for methodology calibration, not for direct prevalence estimates. |
10+
| IOMT water fluoridation systematic review 2020 | Study-level | Limited | Intervention evidence, not access data | Effect sizes from high-income country studies; transferability to LMICs with fragmented water systems is uncertain. Does not provide access or workforce data. Rejected as a source for gap mapping; usable for context. |
11+
| World Bank HNP Statistics | Country | Usable | Health expenditure and workforce denominators | Country-level health spending and workforce density. No oral-health-specific indicators. Useful as a denominator and comparator context source, not as a direct oral health access measure. |
12+
| DHS / MICS oral health modules | Sub-national | Rejected | Insufficient coverage | Demographic and Health Surveys and MICS do not include oral health examination modules in most LMICs. Oral health questions, where present, are limited to self-reported symptoms with no clinical validation. |

1426

15-
Rejected if methodology, grain, date, or license unverifiable.
27+
A dataset is rejected for canonical modeling if grain, date range, license, or method cannot be verified. Rejected datasets may still be listed as context.
