feat: reach 100 problem packs across 11 domains with full evidence and task maps

Complete portfolio: 100 problem packs, 11 domains, covering public-health (50), food-security (8), climate-health (5), disaster-resilience (7), education (6), energy-access (6), air-quality (4), biodiversity (6), climate-adaptation (4), sanitation (4), water-security (5). All packs validated with pnpm validate + reproducibility:check.
