Describe what change you would like :
Provide the DevGuide translation to Brazil Portuguese
A new fileset has been created under release-pt-br and the ToC created in _data/release-pt-br.yaml

Hello @extern-c I have created the fileset for the translation in directory release-pt-br via pull request #266
please go ahead and translate the files and also the ToC at _data/release-pt-br.yaml
