Reconcile wiki requirements with canonical 1.0 requirements #589

Summary

The wiki requirements under wiki/ are close to the canonical 1.0/en requirements, but they are not an exact mirror.

I compared the current wiki files against the canonical 1.0/en source set and found:

  • Canonical controls: 449
  • Wiki controls: 450
  • Exact content matches with the same ID: 406
  • Exact content matches after renumbering or section moves: 21
  • Exact content match rate after normalization: 427/449 (95.1%)

Main Gaps

The remaining deltas are concentrated in a few chapters:

  • C01: 1.3.1 and 1.3.2 are shortened in the wiki and drop RLHF / annotator-traceability detail.
  • C03: hosted-model controls were renumbered from canonical 3.5.x to wiki 3.6.x, while canonical 3.7.1 to 3.7.4 are missing.
  • C05: canonical 5.5.5 is missing from the wiki.
  • C09: 9.4.3 drops the explicit cryptographic hash chaining tamper-evidence option.
  • C10: canonical 10.1.2 appears in the wiki as 10.1.3, while wiki 10.1.2 is a different plaintext-secrets control.
  • C13: major section-number reshuffle plus a wiki-only 13.6.6; several controls exist but under different IDs.
  • C14: wiki-only 14.3.2.

Proposed Next Step

Decide whether the wiki should be:

  • a strict mirror of canonical 1.0/en control IDs and text, or
  • an editorially extended companion that can carry wiki-only controls and renumbered sections.

If strict mirroring is the goal, reconcile C03, C05, C10, C13, and C14 first.
