BUG button "update substate" not available in the other companies

My client is using your application "Base Sub Substate" and we have an issue because only 1 of 3 companies can see the button "update substate". He started to use the application for ID Néon. Then he wanted the same for 2 other companies Nicklex and Cesa but they don't have the button "update substate".

I can not add the ID of the company so the button is not invisible for Nicklex or Cesa, which also use the substate app.
