[Issue]: Smooth Light Transition causes night vision effect to delay lighting updates

What is the issue?

Hi,
I noticed when equipping an item that gives night vision (in this case a night vision ring from POTION Rings) I wasn't seeing the lighting update until like 30 - 60 seconds later. This also was the case when taking the ring off, which would stop giving the night vision effect after 10 seconds or so, then after the time was up the lighting took another 30 - 60 seconds to update. This also showed up if using the /effect command. I was looking through the World Lighting/ Light Texture settings and found that when I turned off the Smooth Light Transition the issue was fixed and correctly updated the night vision lighting immediately. I have 280 mods or so, so there very well could be another issue that was breaking that setting, but I wanted to report it anyways just in case as it was fixed with turning off the setting mentioned above. I'm not sure if this is a bug or if that setting correctly is working. If this setting is supposed to do that, could you maybe clarify that under the setting if it isn't already.
LOVE this mod by the way! Been playing Minecraft since Beta 1.3! I'm not trying to complain at all, just reporting this in case other people have issues like this! This is my first time posting a report, so forgive me if I forget any details!

Steps to Reproduce

1. Have Smooth Light Transition on in N.T. Settings.
2. Give the night vision effect through command or an item.
3. Wait 20+ seconds for the lighting to activate/update.
4. Assuming issue shows up, now disable Smooth Light Transition.
5. Remove effect or add the effect again.
6. Effect should now apply/remove lighting instantly.
