errh2o in BalanceCheck fails with full fates after some time in versions later than ctsm5.3.045_noresm_v13

Fail on 9th january, 16th (ne16 grid) and 24th (f45).

We did not catch it since our tests with full-fates were not long enough due to not targeting it.

The error is a column-wide balance on the naturally vegetated column.

This might have been caused by high values for fates_recruit_init_density_full_fates.

 fates_recruit_init_density = 1, 1, 1, 1, 1, 1, 1, 1, 2, 2, 2, 5, 2, 2 ;

vs previous default:

fates_recruit_init_density_full_fates = 0.2, 0.2, 0.2, 0.2, 0.2, 0.2, 0.2,  0.2, 0.2, 0.16, 0.2, 0.2, 0.2, 0.2 ;

However, I will not close that issue yet.

With the parameter values above ctsm5.3.085 also fails on derecho.

@rosiealice I've reverted the parameter for full fates in #170, however, it is quite strange that a parameter that is in entities/m2 can not go up to 5 without breaking hydrology.
