botocore.exceptions.WaiterError: Waiter InstanceRunning failed: Waiter encountered a terminal failure state: For expression "Reservations[].Instances[].State.Name" we matched expected path: "terminated" at least once

We can fix this by checking if run_instances returned a terminated instance. This can happen if we re-run a run
