Move databases to .NET Aspire

Right now, the `Catalog` and `Identity `databases are databases in a LocalDB instance, based on the connection strings seen in appsettings.json in the Web and PublicApi projects.

Ideally, since we already have .NET Aspire for  some of the resources, it would make sense to include these databases in the .NET Aspire orchestration.
