Type of design conditions should be considered when looking up energy recovery requirements

The air_loop_hvac_energy_recovery_ventilator_flow_limit methods don't currently consider the design_conditions field when looking up energy recovery requirements so often two values are returned (heating vs. cooling). The first one is chosen (and coincidently seems to be always the correct record) but this variable should be explicitly included in the lookup to make sure that we're retrieving a single record.

I think that what you've included is fine for now but perhaps it might be better in the future to look-up and pick the most stringent case.
