Remove/replace EMS implementation of optimum start Air Loop control #1630
Description
air_loop_hvac_enable_optimum_start uses a clunky EMS program to apply optimum start controls. This implementation is not preferred since any subsequent changes to thermostat temperatures/setback times may be adversely impacted by the EMS program.
Instead of EMS, investigate using AvailabilityManager:OptimumStart.
