Add interface to lightweight yaw simulator

A lightweight yaw simulation package based on wfc_reference is under development. This issue is to add an appropriate interface for wind farm yaw control once the simulation package has been established.

examples/lookup-based_wake_steering_florisstanding may be updated/replaced to use lightweight simulator (or possibly into two examples, one with lightweight simulator and one with future ROSCO/FAST.Farm interface)
