Update time stamps for simple_hybrid_plant example power reference #39

This power reference signal in https://github.com/NREL/wind-hybrid-open-controller/blob/main/examples/simple_hybrid_plant/plant_power_reference.csv has time steps that are not consistent with the time step of Hercules. This is not actually a problem---Hercules will simply interpolate---but it is perhaps confusing for users. Logging a minor issue to simply resample the time stamps in the file to be more clear what is happening.
