New features: Scale Electric Load Profiles to Monthly Peaks; ElectricTariff Cost Outputs for Rate+Load Validation

The following has been added to REopt.jl and the public API:

1. ElectricTariff Cost/Rate Outputs

• Enhances the ElectricTariff module to provide detailed outputs for cost and rate validation (against monthly bills).
• Gives users improved transparency into how electric tariffs affect optimization results.
• Enables deeper analysis of utility costs and rate structures.

2. Peak Load Scaling

• Adds functionality to scale electric loads to monthly peak load values in addition to monthly energy (both obtained from utility bills).
• Now without actual interval data, the commercial reference building or separately-input load profile can be scaled to match both monthly energy and peak loads.

3. New API endpoints and functionality

• The /simulated_load endpoint now takes the monthly load peaks as an input to return the scaled timeseries load profile based on both monthly energy and peak loads.
• A POST request to the /get_load_metrics endpoint with a timeseries load profile returns monthly energy and peak load metrics.
• The job/generate_results_table endpoint now has another spreadsheet formatting option specifically for electric rate comparisons.

• ElectricLoad input monthly_peaks_kw. Can be used to scale loads_kw or doe_reference_name loads to monthly peaks while maintaining monthly energy (monthly_totals_kwh).

Fixed

• Avoid CST bypassing non-servable heating loads by going through the HighTempThermalStorage. Now CST + HighTempThermalStorage can only serve loads specified by can_serve_....
