WindFarmSCADAPower class testing and examples

Add testing and and example of the WindFarmSCADAPower class to the repot.
Add in turbine power filtering capability for power curtailment control. The current setup does not filter the power output of the turbines, just takes the SCADA power measurements. The class can curtail, but it currently has an instantaneous response to power set points. We would like to be able to filter the turbine power when curtailed to have a more realistic response.

hi @genevievestarke and @misi9170 I can take a crack at this. No problem on new tests and examples. However on the filtering here I have some small doubts wanted to check with you. The situation I see is something like, the turbine model in WindFarmSCADAPower class currently works without filtering. Adding filtering we'd want:

1. Not curtailed, continue to not filter
2. Curtailment applied downward, no filter (matches effective behavior of wind_farm.py (see line 832 in develop)
3. Curtailment lifted, this would be the one filtered case

So my thinking is either not do it as not being worth the extra complexity or either split power_setpoints into instant and filtered version as is done for power in the previous version and make sure downward curtailment passed through directly. Preference here?

One other question, I can see we need to add an example, but we do have testing for the class: tests/wind_farm_scada_power_test.py

I think it would be useful to have this for the SPHEREs project, if we have time to implement it! I would go with this approach then:

• Split power_setpoints into instant and filtered version as is done for power in the previous version and make sure downward curtailment passed through directly.
