1DOF model does not include region 3 and can not determine rated power

1DOF model does not currently include region 3 control (so power will continue to rise with cube of the wind speed, and limits on rotor speed are not yet specified for the pitch controller. It can not determine the rated power of the turbine. (Note this issue for the v2 version of the code).

Not urgent but wanted to flag this issue here so we don't forget to complete it some day.
