Assess viability of creating cylc install plug-in to replace fre pp configure-yaml. If possible, create the cylc install plug-in.
If we are able to load and parse the serialized YAML right before the workflow is installed (pre-configure plug-in) to use the variables throughout the workflow definition, we no longer need rose (rose-suite and rose-apps gone). This could also get rid of the fre pp configure-yaml step in the post-processing ... process.
