WF Testing: `make-timeavgs`

`make-timeavgs`, located in `fre-workflows/app/make_timeavgs/bin`, uses fre-python-tools and generate_time_average module to average history files.

For this script, fre-python-tools is loaded.

Envrionment variables needed:
- `inputDir`
- `outputDir` 
- `begin`
- `inputChunk`
- `outputChunk`
-  `pp_stop`
- `component`
- `fail_ok_components`
- `use_subdirs`
