Notify users about projects that are untouched in the last 6 months

@vcnainala, what should be updated in terms and conditions? Also, what if the user still does not take any action on the project after the reminder is sent? Shall we move the project to trash after a certain number of reminders?

1. Update the terms and conditions to include the clause about inactivity and subsequent project deletion terms
2. Notify the users and admins about the inactivity
3. After the grace period reaches, mark them as "ready to delete"
4. Probably we will have to send an email to all nmrXiv users in advance to highlight this is going to be effective soon
