Reproduction:

Attempting to load the Alchemical Flask with Blastpowder does not trigger the do-after.

Step 1. Uncork alchemical flash
Step 2. Holding blastpowder, attempt to load in
Step 3. Message will appear, but action will not. Flask will not load.

It is possible you need Firearm skill to reload flask, but it is not correctly represented.
