Since my last working modding build (Windows 10 in 2018), I have tried to mod Skyrim with MO2 again several times over several years on Windows 10 + 11. The MO2 window freezes when I for example install a mod or even just activate a mod by checking the box. If I kill the MO2 process and restart it, there is a chance that the mod has been apparently successfully installed/activated, but this is too uncertain for me, as I don't know whether all the required data has been successfully copied.
I can also reproduce this error relatively quickly by installing, uninstalling, activating or deactivating a MOD.
I have tried several different MO2 versions and via installer and portable over the years.
All versions react in the same way -> the window freezes.
The problem does not always occur.
Sometimes it only occurs after a few mod activations.
It seems to occur more often with larger mods.
Explicitly with the “Unofficial Skyrim Special Edition Patch - USSEP” the problem occurs after every activation. -> https://www.nexusmods.com/skyrimspecialedition/mods/266
Check if plugins or installed mods are active (sometimes the or not)
Check Installed mod ordne (sometimes they are order alphabetically and not)
Check my created spaces (sometimes the change like the mod order in 8.)
Cry in shower for redo all this (ノಥ,_」ಥ)ノ彡┻━┻
Here you can see what I have to deal with in order to be able to mod Skyrim at all.
With small modlists it's manageable at some point, but if you want to install several hundred mods, the managing time increases exponentially.

Someone already had the same issue like me at about the same time (2018) and is since then not fixed:
