Download-Process not starting for very small mods

The problem:

Sometimes, the Download Process will not Start, and the Progress keeps stuck at "0%", or "0.0B/s".
This seems to happen exclusively with mods that have small file sizes, those almost always being shown as "4.00 KB" in MO2's Downloads-UI.

To Reproduce:

• Download very small mods. It seems like https://www.nexusmods.com/skyrimspecialedition/mods/96876?tab=files&file_id=445665&nmm=1 can reproduce it quite Reliably

Environment:

• Mod Organizer Version that exhibits the issue: 2.5.2
• Last Mod Organizer Version that did not exhibit the issue (if applicable): Seems to always have been an issue, see Files around 200kb or less don't download #1093
• Desktop OS/version used to run Mod Organizer: Windows 11
