There is no opportunity to set access for websites within certain group

We use Matomo server version and downloaded plugin from https://plugins.matomo.org/GroupPermissions (Matomo v.5)
But in Manage Access block there is no opportunity to set access for websites within certain group. Red field in the screenshot is empty.

But schould be the next (screenshot from forum)

When group get some kind of access - by defauld siteid 1 is added to this group. At the same time all sites added to Matomo after creation datetime of the group also are added to it.

But I can not manage all other sites:(
What is wrong? Help please.
