handle new LibGuides feature: db.featured is now an integer, not a binary

We filter top databases on featured==1, but now instead of a 1 or 0, they used an ordinal for featured: 1 is the most featured, 2 is the second most, etc. That means right now we're filtering out many of the top databases.
