Wiimote not connecting during step 8 of Standard Bluetooth Stack #25

Hi Team,
I was attempting to pair using this tool and got the below series of errors that did not result in my Wiimote being connected, despite claiming it was already synced. Hopefully the rest of my error is documented well enough to help. Please let me know if I'm just being dumb or if you need any more info from me.
HIDWiimote is not installed
vJoy's website is not available so I assume I don't have it installed.
I believe this Steam screenshot shows the correct settings: (There is no longer a "General Controller Settings" button)
SCP Driver was installed as admin.
WiitarThing 2.7 was opened as admin.
System specs: 64-bit Win10 Education
Error happens with either red sync button or 1+2 sync.

Stuck in this loop forever.
