Long term data retention/drive size balance

We need to find and implement a strategy for handling long term data growth and retention as balanced with DB size and drive space.

The storage on the Intel Edison is split into two filesystems:
/dev/root (/)
and
/dev/mmcblk0p10 (/home)

After running the install script and getting the scout and mothership all installed and running, these filesystems have the current space:

/dev/mmcblk0p10 1.3G 31M 1.3G 3% /home

At the moment, the postgresql database is installed to /dev/root - one quick easy win to double the amount of storage space would be shift this to /home instead.

Will also need a way to Prune/Delete and reduce the fidelity of data storage the older it becomes.
