Basic import of code from Tabea into repository

This ticket is comprised of several sub-tasks:

• import of the code from Tabeas fork
• removal of everything related to LAPIS that is not relevant for caching
  • Remove reference to pool (Remove reference to pool #19)
  • Remove reference of job -> further removal specified in Enhance concept of extension of job #21
  • Remove reference to drone -> further removal specified in Remove reference to drone #20
